Government Watch (G-Watch) is a national citizen movement and action research organization that aims to improve governance and deepen democracy through the scaling of accountability and citizen empowerment. G-Watch has more than two decades of experience in citizen monitoring and action research on transparency, participation and accountability. It is currently present in 12 localities all over the Philippines with partners and allies from civil society, government and international community. 

The paper puts forward a framework of what youth-led means based on the practice, thinking and reflections of a youth-led accountability initiative on education in the Philippines called Multiply-Ed.With the network pioneering a form of youth-led approach, the paper clarifies what makes such an approach groundbreaking and effective in advancing and sustaining progressive change. Multiply-Ed finds it crucial to get a grip and consolidate the meaning of “youth-led” to help address the weaknesses identified in other applications.

Multiply-Ed presents here its updated 7-point education reform agenda. These agenda were formulated through youth-led, multi-level and multi-sectoral processes of organizing, monitoring and problem-solving following Multiply-Ed’s approach to accountability. It is a set of reform agenda updated from the first phase of Multiply-Ed’s monitoring and in consideration of the result of the second phase of Multiply-Ed’s monitoring conducted from April 2024 to June 2025 that focused on access to quality education by marginalized learners.

This G-Watch report shares the highlights from the workshop series that aimed to enable health units through Transparency-Participation-Accountability (TPA) to strengthen health and education and promotion. The workshop convened barangay-level health stakeholders, including barangay officials, Sangguniang Kabataan (SK) officials, community health personnel and local civil society groups to form a TPA for health core group that now help push for improved health service delivery in their barangay.

This fifth issue of the TPA Now! Special Education and Health Policy Edition highlights efforts to make public education inclusive to marginalized learners. It shares existing efforts of the government, as well as lessons learned by Multiply-Ed on what civil society can do to make schools more inclusive based on the experience of Gayon Albay LGBTQ Organization Inc. (Gayon). Gayon is an organization whose mission is to empower local LGBTQIA+ communities in the Bicol Region.
