Government Watch (G-Watch) is currently co-implementing PRO-Health or Promoting Rights Organizing for Health with Accountability Research Center (ARC) in partnership with other partner civil society groups and local governments. PRO-Health aims to strengthen transparency, participation and accountability in public health governance by building coalitions and alliances among citizens, groups and communities around health rights issues, and by facilitating learning and problem-solving among accountability frontliners and rights defenders to come up with pro-people and bottom-up solutions to systemic barriers and hurdles to reproductive, maternal, newborn and adolescent health services.
From April 2023 to February 2024, hundreds of PRO-Health leaders and volunteer-monitors in 13 localities all over the country conducted monitoring in 257 health units and interviewed 1,364 citizen-beneficiaries and 794 health workers. We also conducted several sharing sessions and problem-solving sessions to validate and analyze the monitoring results to come up with a Monitoring Report that spells out our 9-point health reform agenda.
To advance PRO-Health’s reform agenda in light of its monitoring findings, G-Watch has helped set up transparency, participation and accountability (TPA) mechanisms in select health units that aim to improve delivery of health services through the initiative calledPRO-Health TPA-Enabled Health Units (TEHU). In particular, 71 participating health units all over the country pilot-tested a feedback mechanism, a citizen charter and conduct of health education and promotion activities.
On July 19, 9:00am-2:00pm, G-Watch will be holding a PRO-Health local learning exchange series to reflect on the outcomes and impact of PRO-Health monitoring and TEHU pilot run.
The objectives of the local learning exchange are as follows:
- Reflect on the impact and lessons of PRO-Health and TEHU pilot,
- Review the proposed draft ordinance to institutionalize TPA in health at the local level,
- Review the commitment tracker and result of the TEHU feedback system, and
- Develop a new advocacy plan to reinvigorate the push in generating response to commitments and feedback and sustain the TPA mechanisms tested, exploring how to make the upcoming barangay elections as an accountability platform.
The local learning exchange will be conducted back-to-back the conduct of Making Elections an Accountability Platform (MEAP) for the 2026 Barangay Elections. MEAP is G-Watch’s citizenship education initiative during elections. It forms part of G-Watch’s integrated citizen action that connects engagement in governance with electoral outcomes as key inter-connected components of an accountability ecosystem.
