#NoOneIsXcluded: Multiply-Ed Education Reform Agenda

Multiply-Ed presents here its updated 7-point education reform agenda. These agenda were formulated through youth-led, multi-level and multi-sectoral processes of organizing, monitoring and problem-solving following Multiply-Ed’s approach to accountability. It is a set of reform agenda updated from the first phase of Multiply-Ed’s monitoring and in consideration of the result of the second phase of Multiply-Ed’s monitoring conducted from April 2024 to June 2025 that focused on access to quality education by marginalized learners.

The 7-point education reform agenda of Multiply-Ed are as follows:

  1. Increase the Education Budget and Strengthen Accountable and Responsive Public Fiscal Management to Address Learning Gaps and Ensure Inclusion for Marginalized and Vulnerable Learners.
  2. ​Expand Psychosocial Services and Support Youth-led Programs to Address Mental Health Challenges and Bullying
  3. Ensure an Inclusive Learning Environment for Marginalized Learners.
  4. ​Ensuring Spaces for Transparent, Participatory, and Accountable Education Governance.
  5. ​Establish an Empowering Learner-Centered Education by Improving the Curriculum and Support for Teachers to Achieve Better Learning Outcomes.
  6. Strengthen Crisis-resilience and Adaptive Governance In the Philippine Education System.
  7. Nurturing the Integrity of Education Stakeholders by Developing a Corruption-Intolerant Public Education System.
