The paper puts forward a framework of what youth-led means based on the practice, thinking and reflections of a youth-led accountability initiative on education in the Philippines called Multiply-Ed.
With the network pioneering a form of youth-led approach, the paper clarifies what makes such an approach groundbreaking and effective in advancing and sustaining progressive change. Multiply-Ed finds it crucial to get a grip and consolidate the meaning of “youth-led” to help address the weaknesses identified in other applications.
Defining “youth-led” is also crucial to ensure that it is not diluted, co-opted and assimilated with any agenda that is not progressive and not democratic as it gains popularity here and abroad. Multiply-Ed’s youth-led approach has evolved from decades of youth movement-building of former and present youth leaders in CYAN, G-Watch and its allied organizations. Such rich history and perspectives are put to action and practice in Multiply-Ed and are captured in the paper.
The paper is divided into four main parts. The first part introduces Multiply-Ed, its approach and milestones, to show why it is well-poised to frame the topic of defining the concept of youth-led. The second part is a review of literature that looks into current discourse. The third part presents Multiply-Ed’s framework of what youth-led is. It is based on a series of learning exchanges that surfaced, distilled and consolidated the experience of Multiply-Ed from the vantage point of Multiply-Ed leaders and partners, both young and old, as a form of inter-generational dialogue and interface. The last part shows how MultiplyEd demonstrated the different facets of what youth-led means by citing select examples and cases from the Multiply-Ed experience.
