TPA Now! Understanding the Gaps in Teaching Quality in the Philippines
This paper, the 4th in the Special Policy Edition of TPA Now!, presents the situation of teachers and their lived experiences, the state of response of the government to improve teaching quality and the ways forward based on the Multiply-Ed E-Skwela forum on February 14, 2025, Multiply-Ed’s phase 2 monitoring and recent related reports and studies.

The earliest participatory audit in the Philippines can be traced back in the early 90s, spearheaded by the Concerned Citizens of Abra for Good Governance (CCAGG) formerly headed by the late great Manang Pura Sumangil.  

 

SNPP and SCAP Join an International Learning Exchange, Represent the Philippines in Coachi, Colombia
Three organizations from the Philippines are represented in an international learning exchange on ‘Social Organizations and Democratic Futures in the Global South’ in Coachi, Colombia. Held on September 1-5, 2025 in Choachi, Colombia, the event saw the participation of the Samahan ng Nagkakaisang Pamilyang Pantawid (SNPP | Association of United Families of Conditional Cash Transfer Beneficiaries) and the Student Council Alliance of the Philippines (SCAP).

The Need for a Comprehensive Government Response to Mental Health with Meaningful Youth Participation
This 2nd installment of TPA Now! Special Policy Edition  presents the situation of mental health in the country, including current policies and efforts to provide mental health services. It then highlights the results of the monitoring done by PRO-Health, a civil society initiative on health rights organizing, particularly on mental health. It then presents recommendations on how mental health services can be improved in the country, particularly underscoring the importance of getting the perspectives and inputs of the youth in mental health policy-making process.

Local education duty-bearers were convened in a Save A Seat (SAS) Summit held on June 6, 2025 in Bai Hotel, Mandaue City. Organized by Multiply-Ed Cebu, the SAS Summit is a follow-up to the Save A Seat Conference held on November 25-27, 2024. This also kicks off the local SAS capacity-building workshops for Junior and Senior High School student leaders in X-Ed sites for the coming months.

Multiply-Ed Convenes Government Duty-Bearers to Learn About Services for Marginalized Learners
Marginalized learners confront structural barriers and systemic challenges that hamper their access to quality education and health services. Multiply-Ed 2.0 is zeroing in on the situation of disadvantaged learners, namely indigenous peoples, Muslims, girls, students with additional needs (SWANs) and LGBQTIA+. Last May 16, Multiply-Ed in Cagayan de Oro (CDO) and General Santos City (GenSan) convened duty-bearers to learn about government’s programs and services for marginalized learners. The event was attended by eight duty-bearers from the following offices:

 

Citizens Making the 2025 Elections an Accountability Platform to Vote for Health, Education and Democratic Governance
Elections have shown serious weaknesses in holding power to account and in enabling societies to identify leaders who are well-qualified to address crucial issues and problems affecting the people. Yet, elections continue to be a necessary democratic exercise due to the lack of a viable alternative in collectively deciding on who will rule.  

 

Statement of Multiply-Ed Marginalized Learner-Delegates
We, the delegates of the Multiply-Ed Marginalized Learners Summit, call the attention of duty-bearers and policy actors to address continuing challenges confronting our sectors such as Indigenous Peoples (IPs), Students with Additional Needs (SWANs)/ Persons with Disabilities (PWDs), LGBTQIA+, Muslims, and Young Women in the Philippines. Despite efforts of the government, we continue to experience structural issues and systemic barriers in accessing quality education due to inefficiency in implementation and because of certain gaps being left unaddressed.  

 

Winning Back the Civic Space: Accountability Frontliners and Engaging Government in Multiply-Ed Philippines
The paper looks into the subtle ways civic space is being constrained even in the context of supposed constructive engagement with the government and how these were overcome by accountability frontliners based on the experience of Multiply-Ed. It ends with lessons and recommendations on how accountability frontliners can be sustainably protected as they engage governments, which is crucial in winning back the civic space.   

 

Sustaining Good Governance in Pasig: G-Watch and the Pamantasan ng Lungsod ng Pasig Formalize Historic Partnership for TPA
On February 24, 2025, Government Watch (G-Watch) and the Pamantasan ng Lungsod ng Pasig signed a Memorandum of Agreement formalizing their joint endeavor for good governance in the City of Pasig.

Elections allow citizens to choose duty-bearers who can represent their needs and interests. The electoral process is one of the ways citizens hold government officials accountable for the power and responsibility that are given to them. Decisions made by the elected have long-term implications for the succeeding years, and whoever wins in 2025 will determine the direction the country will take, especially for health, education, and transparency, participation and accountability (TPA).

 

"Unkabogable": Developing Youth-Led Information, Education and Communication
This publication showcases the information, education and communication (IEC) materials developed during the Multiply-Ed learning exchanges. It aims to serve as a repository of IEC materials that can be used by the Multiply-Ed network and partners in their advocacies and campaigns. It also enumerates guideposts in developing youth-led IEC materials based on the reflections and discussions during the Multiply-Ed learning exchanges.
