Elections allow citizens to choose duty-bearers who can represent their needs and interests. The electoral process is one of the ways citizens hold government officials accountable for the power and responsibility that are given to them. Decisions made by the elected have long-term implications for the succeeding years, and whoever wins in 2025 will determine the direction the country will take, especially for health, education, and transparency, participation and accountability (TPA).

Government Watch (G-Watch) conducted a forum on the direction and priority agenda for transparency, participation and accountability (TPA) under the new administration. Held last July 15, the forum was attended by key leaders from civil society and allies from the local government of Dumaguete, the Sangguniang Kabataan Federation, the Local Youth Development Office and barangay officials of Balugo and Buñao.

This paper, the 7th issue of TPA Now!, examines the dilemma in the Philippines of having prevalent voters’ education efforts, on one hand and persisting flawed electoral culture, on the other hand. It does so by reviewing the approaches adopted by previous voters’ education campaigns to offer a possible alternative approach, an ‘ecosystemic approach,’ that could better empower Filipino voters by turning elections into an accountability platform.

The next national election is once again just around the corner. With the COVID-19 crisis, there are a lot of uncertainties in today’s politics and governance. For sure the 2022 polls will be very different given the ongoing health crisis. While health threats will be a new critical concern that will change the way we campaign and vote, the continuing and worsening threats to democratic processes and values are issues that would also have to be confronted as we prepare for the 2022 elections.
